Center for Intellectual Property Rights Studies (CIPRS) at China University of Political Science and Law (CUPL)

The Center for Intellectual Property Rights Studies at China University of Political Science and Law (henceforth CIPRS) was established in July 2005. Currently, there are more than 20 full-time and part-time staff researchers, coming from prestigious universities in China, such as China University of Political Science and Law, Beihang University (BUAA), Beijing Normal University, as well as from experts from various IP-related professional fields. The Director of the CIPRS is Prof. Zhang, Chu (who is also the current director for Zhongguancun CUPL Science Service Park).

Based on theoretical studies and focusing on practical strategizing, CIPRS has taken in and successfully resolved more than 20 cases assigned by various institutes that include government agencies such as National Social Science Fund, the PRC Legislative Affairs Office of the State Council, the PRC State Intellectual Property Office, Beijing Information Office, Beijing Intellectual Property Office, Beijing Municipal Bureau of Copyright, China Mobile Communications Corporation as well as other private industries. CIPRS researchers have also provided valuable inputs for national policies over several IP rights and information laws throughout the years.

The publications of CIPRS include a journal entitled “IP Frontiers”(《知识产权前沿报告》), which reports most updated findings from IP researches and related academic works. Three textbooks have also been compiled by CIPRS: “Intellectual Property Laws” (《知识产权法》), “Electronic Commerce Laws”(《电子商务法》), and “Internet Laws”(《网络法》). These three textbooks are respectively published by Higher Education Publication, Chinese People’s University Press, and Tsinghua University Press. Moreover, these three textbooks are included as the " 11th Five-Year Plan" State Textbooks Series for general advanced education in China. Furthermore, CIPRS also runs an academic website under the name of “Intellectual Property Rights Laboratory” (www.newiplaw.com), which has positively influenced the field of IPR studies in China.

CIPRS has tried to integrate industries, academics, and researches. While engaging in teaching and researching activities, we offer IPR Commonwealth services to high-tech industries in China. Among the services provided, we have completed projects such as comprehensive monitoring of global IP development and distribution of industrial standards, providing updated information of the competitive filed of high tech and IP industries, providing IP alerts to industries, clearing IP barriers for related industries and infrastructures, countering major competition in IP rights and industry standard establishment from other regions, designing and implementing IP plans for industries, and evaluating and enhancing IP competitiveness for industries. Additionally, the center also conducts patentability searches, defensive searches on infringements, IP infringement elusion searches and design, IP infringements analysis searches, case studies and IP strategy designs for industries, IP case study seminars, and solutions to IP cases for small and medium-sized enterprises, etc.

CIPRS has actively participated in academic activities both nationally and internationally. We have engaged in academic exchanges with the US, Germany, South Korea, etc.Meanwhile, CIPRS has constantly invited scholars both from China and abroad, government officials, as well as experts from the field to give talks on the campus. Visiting scholars and experts from international IP organizations, the US, Germany, and South Korea have also been constantly received in the CIPRS.
